USACE economic experts visit Taiwan in 2019

Four economic experts of the United States Army Corps of Engineers (USACE), including Dr. Wen-Huei Chang, Jim Fredericks, Doug Gorecki, and Jeff Strahan, visited Taiwan from November 19 to 22 in 2019. On the morning of November 19, Mr. Kuo-Chiang Chang, the deputy chief engineer of WRA, on behalf of WRA meet the USACE experts (Figure 1). In the meeting, the communications on economic analysis between WRA and USACE in recent years were reviewed. Mr. Kuo-Chiang Chang and Dr. Wen-Huei Chang exchanged gifts after the meeting (Figure 2).

On November 20 and 21, the USACE experts visited the construction site of Niuzuitan artificial lake, Hushan reservoir, the road project outside the embankment of Dahan river, and the Bitan bicycle trail of Xindian river. Both Mr. hong-kuai Chen (the director of the Central Region Water Resources Office) and Miss chun-min Tseng (the director of the 10th River Management Office) lead the site surveys (Figure 3 and Figure 4) and explained the background, expected benefits and ecological considerations of each projects.

The "Taiwan-USACE hydraulic engineering economic analysis workshop" was held in Taiwan University in November 22. The meeting was chaired by Mr. guo-zhu Tseng, the deputy director of Water Resources Planning Institutes. The participants of the workshop included the four economic experts from USACE, domestic economic experts and the engineers from WRA. The workshop began with a presentation given by Dr. Jiing-yun You, in which he explained how we do the economic analysis of water resources project in Taiwan. Thereafter, the USACE experts respectively presented the water supply economic analysis in the United States, the USACE flood-risk-management project development process, and a case study regarding USACE recreation benefits. The workshop was ended in a warm discussion (Figure 5).
