  1. Project background and origin

    Fengshanxi Sewage Treatment Plant (renamed as Fengshan Water Resources Center) was running on September 7, 2005. It covered an area about 10 hectares and treated with secondary activated sludge biological treatment method. In the first phase, the design average sewage volume was 109,600 CMD. The actual sewage treatment volume was about 32,000 CMD in 2011, and about 10,000 CMD was from the interception collection. The water quality of effluent was better the discharge water standard (COD ≦ 100 mg/L, SS ≦ 30 mg/L and BOD ≦ 30 mg/L), and both the water volume and the water quality have the development potential of water recycling.

    Kaohsiung is a high-risk of water supply area, and companies in the Linhai Industrial Zone have expressed their willingness to use reclaimed water, so plans for water recycling and utilization are proposed, and make preliminary engineering planning.

  2. Major events of Fengshan Water Resources Center

    2009 The Institute handled the report “The Potential and Promoting Strategies of the Effluent Reuse of Wastewater Treatment Plant”, and made three stages of water reclamation potential selection to select the most reclaimed water reclamation potential in the four regions of North, Central, South and Outlying Islands. The results of the selection showed that the northern region was the Linkou South Area (Phase I), the Central Area were the Douliu Water Resources Recycling Center and the Taichung Port Specific Area (Phase I) Sewage Treatment Plant, and the Southern Area was Fengshanxi Sewage Treatment. In terms of use planning, urban sewage could be used as a single industrial company, as well as agricultural water exchange, subsistence secondary (including golf field watering and secondary use of nearby school parks), and environmental conservation (including river conservation and groundwater).
    2010 The Kaohsiung City Government, The Water Resources Agency and other relevant agencies held five meets about water resources recycling in 2010. The resolutions of the conference was "The water source and demand for reclaimed water in the south of Kaohsiung are clear. The Fengshanxi Wastewater Treatment Plant intercepts the urban sewage of Gaogong Station and augments the three-stage treatment plant is the most recent feasibility.so we can make preparation for this. The Water Resources Agency Assists in preliminary planning and feasibility assessment. If the assessment is feasible, it will directly promote After the merger of counties and cities". At the same time, the Institute has drafted the “Fengshanxi Wastewater Treatment Plant Water Recycling Plan” plan, plans to evaluate the feasibility of recycling water recycling, develop alternative water sources and actively promote the use of recycled water to help solve the water problem in Kaohsiung.
    2012 The Water Recycling and Promoting Group of the Ministry of Economic Affairs and Construction and Planning Agency held a meeting on “Demonstration of the Reclaimed Water Use of Fengshanxi Wastewater Treatment Plant”. The research confirmed that Fengshanxi Wastewater Treatment Plant is one of the demonstration projects for the recycling of discharged water. And discussed the implementation details.
    2013 The Ministry of the Interior, the Ministry of Economic Affairs and Kaohsiung City signed a letter of intent about "Fengshanxi Wastewater Treatment Plant Discharge Water Recycling and Supply to Linhai Industrial Zone" on November 30th, 2013, which is scheduled to improve the quality of the discharge water to standard. The initial supply 25,000 CMD of reclaimed water to the Linhai Industrial Zone. This will be the first reclaimed water plant that set up by the Central Inter-department and the local government.
    2018 Completed the first phase in August 2018(supply 25,000 CMD of reclaimed water to the Linhai Industrial Zone).
    2018-2019 The second phase was under construction in September 2018 and expected completion in August 2019(supply 45,000 CMD of reclaimed water).
  3. Planning outcome

    1. Location of the reclaimed water plant: The reclaimed water plant site can be assessed in three ways. It will be set up in the sewage treatment plant area, the client (Linhai Industrial Zone) and the water distribution route relay area. After comparing the advantages and disadvantages, it will be set at the reclaimed water plant.
    2. The planning process of the reclaimed water plant: Based on the designed water production capacity of 45,000 CMD, the reclaimed water treatment process is recommended: discharge water (before chlorination) → pre-filtration → Ultrafiltration → Reverse Osmosis → disinfection (chlorination) → reclaimed water. It assumes that the water production rate/recovery rate of UF and RO equipment is 90% and 60%, and the whole plant water production rate is about 54%.( see Figure 1)
    3. Water distribution pipeline route planning: After detailed analysis, select three water distribution routes to Linhai Industrial Zone. The water distribution capacity is 45,000 CMD, which is planned along the two ends of the Xiaogang Airport and the Fengshan River bank. The cube diameter is 800 Millimeter, and Material is HDPE tube.
    4. Estimation of project cost: The project mainly includes reclaimed water plant project (pretreatment, UF, RO, filtered backwash and RO concentrated drainage treatment facility), water distribution pipeline project (pipeline engineering, distribution reservoir and pump station) and Augmented interception project, the total project cost is about 2.63 billion TWD, and the cost of amortized water plant and pipeline is about 13.7 TWD / ton. If take operating cost(12.0 TWD / ton) into consideration, the total cost per unit of water production is 25.7 TWD / ton.
