  1. The plan background and origin

    The discharge water of Taichung futian water resources recycling center (hereinafter referred to as futian plant),in the 100th year of the "republic era, is about 50,000cmd. The plan for water recycling in the early stage is to supply Taichung habor industrial expertise in terms of manufacturers' willingness to use and water supply costs. The district is the most feasible. The project's work objective is to further review and plan on the scale and location of the water recycling plant, the water supply route and pipe diameter, the way of setting up, and the financial management plan, so as to benefit the future construction of the plant.

    The 92th year of the "republic era Water resources planning institute handled the “ overall assessment of wastewater recycling potential in Taiwan ” and investigated 18 existing urban wastewater treatment plants in taiwan , excluding the least amount of the Kinmen donglin plant with only 500 cmd wastewater treatment, the other 17 urban wastewater treatment plants in taiwan were selected analysis. According to the current situation of each treatment plant and the future conditions of the regeneration plant, it evaluate the treatment plant with regenerative potential. The Taichung futian plant, which has great potential in the urban wastewater treatment plant in central district, was initially selected .
    The 95th year of the "republic era Water resources planning institute handles the “Taichung futian water resources recycling plant reuse water utilization planning ” . Considering the local conditions, it is recommended that there be four reuse water application schemes after the regeneration of the futian plant: 1. recycling of discharged water to meet the local tap water quality of industrial process water for the use of manufacturers in the Taichung base of  science and technology; 2, to produce reuse water that meets the cooling water standard, for Taichung port zhonglong iron and steel used as circulating cooling supplementary water and dust washing water; 3, to produce a water supply standard in accordance with soil treatment standards and waterway water quality standards for landscape water supply, watering and flushing water for schools and parks in taichung city and water for artificial wetlands in the rivers of green river; 4. compliance with irrigation water standards for Dali city the farmland irrigation water on the right bank of Dali river can be used as an exchange water right to transfer agricultural water to local industries.
    The 99th year of the "republic era Water resources planning institute handled the feasibility plan for the Taichung port industrial zone of the futian water resources recycling center supplying.
    The 100th year of the "republic era Water resources planning institute handled the “ futian water resources recycling center reused water supply Taichung port industrial zone feasibility plan –investigation of cultural sites along the water pipeline ” .
    The 102th year of the "republic era Futian water recycling center recycled water use cases classified as "public sewage treatment plant effluents recycling demonstration program to promote to one of the sixth demonstration plant.
    The 104th year of the "republic era The 104th year of the "republic era on march 30,the ministry of economic affairs, the ministry of interior, the ministry of communications and the Taichung city government signed a letter of intent to promote Taichung futian water recycling center effluents supply Taichung port industrial zone in use.
    The 104th year to 108th  of the "republic era The construction department of the ministry of the interior handles feasibility assessment , turnkey benefit assessment and conceptual design .
    The 108th year of the "republic era Turnkey design concept was handled by Taichung city government 
  3. The planning results

    1. Potential water users, renewable water utilization and demand water quality survey in Taichung Port Area Water quality survey and assessment and water supply planning for reclaimed water demanders with large water consumption, namely Zhonglong Iron and Steel Company, Taipower Power Company Taichung Power Plant and Sinopec Company, respectively 3 companies listed this plan Futian renewable water potential water users, the survey results final demand is 128,500 CMD.
    2. Water recycling plant planning

      1. Water recycling plant scale: plan and set up in Taichung port water recycling plant should be introduced after the primary disinfection of water through the sand filter water treatment plant providing 128,500CMD renewable water for three companies (Zhonglong Steel water production 58,000CMD, Sinopec 28,500CMD ,Taipower's Taichung Thermal Power Plant 12,000 CMD and Zhonglong Institute of Technology Zone II RO high-quality reclaimed water 30,000 CMD , which requires approximately 140,000 CMD of original water .
      2. Water recycling plant site: processing facility near Futian planning to plant organs land of about 0.57 hectares for the pre-treatment facility location.
      3. The water recycling plant site: A newly purchased land which is near wastewater treatment plant in Taichung port particular region zone, as shown in Figure 1

    3. Water pipeline planning

      After comparing the two schemes of water defense road and Taiwan 1 road, the plan takes the water defense road as the planning route, as shown in Figure 2.

    4. Water recycling plant engineering planning

      Water recycling plant engineering configuration plan: water treatment plant regeneration system integrally related facilities planning project configuration shown in Figure 3, including the original pool, Zhonglong Steel nitrification, Sinopec coagulation and sedimentation system, the TaiPower Company 12,000CMD super filtration and reverse osmosis system, 30,000 CMD ultrafiltration and RO system in Zhonglong Institute of Technology II, clear water tank, etc.

    5. Construction planning and engineering cost

      1. The construction progress: overall forecast period will take 4 years.
      2. Estimate project costs: The total project cost is about 4.267 billion NTD.
