  1. The plan background and origin

    The discharge water volume of Tainan Anping Urban Wastewater Treatment Plant (WWTP) has exceeded 100,000 CMD, making it a large-scale urban Wastewater treatment plant of considerable scale in Taiwan. It responses to the increasing demand for industrial water in Tainan in recent years, Anping Urban WWTP has been selected as the most promising water reuse water in Tainan. Through investigation and analysis, specifically assess the water supply standard for water regeneration, the specifications of the regenerative plant and the water distribution system, the promotion plan, the financial plan, the environmental impact and the promotion of the civil participation mechanism, etc., the water discharged from the Anping WWTP can be effectively utilized to accelerate the promotion of sustainable use of water resources as a whole in the Tainan region.

    The 92th year of the "Republic Era Water Resources Planning Institute handled the “ Overall Assessment of Wastewater Recycling Potential in Taiwan ” and investigated 18 existing urban Wastewater treatment plants in Taiwan , excluding the least amount of the Kinmen Donglin Plant with only 500 CMD Wastewater treatment, the other 17 urban Wastewater treatment plants in Taiwan were selected analysis. According to the current situation of each treatment plant and the future conditions of the regeneration plant, the report evaluated the treatment plant with regenerative potential. Initially selected the Southern District of 2 urban Wastewater treatment plants the more potential, Kinmen Jincheng factory and Tainan Anping factory 2 plant.
    The 94th year of the "Republic Era Water Resources Planning Institute handles the “Recycling and Utilization of Wastewater from Anping Wastewater Treatment Plant in Tainan City” . After considering the water demand of the reclaimed water in the region, it is recommended to build a RO advanced regeneration plant with 5,000 CMD water production and a sand filter regeneration plant with 3,000 CMD water production in the first phase ; The second phase was expanded to 30,000 CMD water production RO advanced regeneration plant and 8,500 CMD water production sand filter regeneration plant.
    The 96th year of the "Republic Era Water Resources Planning Institute handled the “Recycling Plan for the Discharge of Taiping Wastewater Treatment Plant in Tainan City” to assess the selection of the reverse osmosis reclaimed water supply within 10 km of the Anping Industrial Zone and the Tainan Science and Technology Industrial Zone as the first priority.

  3. The planning results

    1. Analysis of the adjacent water consumption of Anping Wastewater Treatment Plant

      There are 5 public industrial zones within 20 kilometers of Anping Sewage Plant (Anping, Nankegong , Yongkang, Southern Science, Nankeshu Valley ), and the current industrial water consumption is 85,000CMD. The future water demand is 319,000 CMD. In addition, within 20 km of the Anping Sewage Plant, the water consumption of miscellaneous water in the towns and towns of Tainan County is about 6,500 CMD, while the straight-line distance within 10 km,The Tainan City school flushing water is about 5,000 CMD (41.2 km of water pipelines are required to supply 142,000 students). Therefore, the Anping WWTP is close to the need for domestic miscellaneous water (urban street washing, flowering and watering, school flushing), totaling about 11,500 CMD.

    2. Analysis of supply and demand of recycled water in Anping Water Recycling Plant

      The research investigation industrial intended to promote the regeneration water scheme: (1) a first stage (currently): the production of recycled water RO 8,000CMD supplies: (a) Industrial water consumption in Anping Industrial Zone 2,500 CMD, (b) Industrial water consumption in south Industrial Zone 5,500CMD. (2). The second stage (future): production of RO reuse water 17,000CMD, supply (a) Industrial water consumption in Anping Industrial Zone 4,000 CMD, (b) Industrial water consumption in south Industrial Zone 13,000CMD.

    3. Planning of water recycling plant

      1. The regeneration procedure is preferably RO: Anping plant effluents (1) →Multi-media sand filtration(2) → hollow fiber UF (3) → spiral RO (thin film patterns have been selected) (4) → UV germicidal (5) → Reproduce water
      2. b. water production 17,000 CMD of RO water recycling plant land approximately 2,400 m2. This study chose to use the 1,500 m2 open space next to the chlorination discharge tank in the Anping WWTP . The concentrated water of the reverse osmosis system of the water regeneration plant is confluent to the discharge port at the back end of the original chlorination disinfection tank, and then discharged into the Anping Port and the Taiwan Strait by the discharge port. As for the reproduced water, the Wastewater plant is taken out by the 健康road and it used in the industrial area outside the supply area, as shown in Figure 1 .
      3. It is estimated that the first stage of water production is 8,000CMD, the total engineering cost of the water recycling plant is about 366 million NTD, and the annual operating cost is about 31.52 million NTD. The second phase of water production increased by 9,000 CMD water recycling plant total engineering costs increased by 344 million NTD, the annual production cost of water production of 17,000 CMD is about 62.78 million NTD
    4. Investigation and planning of water distribution facilities

      According to the analysis, the length of the optimal water pipeline from Anping Water Recycling Plant to Anping Industrial Zone is 3.3 km and the diameter is 250 mm . The length of the optimal water pipeline from Anping Water Recycling Plant to Tainan Science and Technology Industrial Zone is 9.1 km and the diameter is 450mm . Ductile cast iron pipe is recommended for the reuse water pipeline system. However, if it is spanned from above the river, the pipeline is attached to the existing bridge or the water pipe bridge steel pipe is recommended.

      It is estimated that the construction cost of the water pipeline and distribution tank from Anping Water Recycling Plant to Anping Industrial Zone is 0.74 billion NTD, and the construction cost of the water pipeline and distribution pool from Anping Water Recycling Plant to Tainan Science and Technology Industrial Zone is 260 million NTD. In addition, the annual operation and maintenance fee for the first-stage water pipeline system is about 850,000 NTD ( Anping ) and 2.7 million NTD ( Southern Science and Technology ) . The annual operation and maintenance cost of the second-stage water pipeline system is about 1.01 million yuan ( Anping ) and 4 million yuan ( Southern Science and Technology ).
